FY95 Ada Technology Insertion Program (ATIP) I. ATIP Proposal Solicitation: The Ada Joint Program Office (AJPO) is soliciting FY95 ATIP proposals from the services. The emphasis of the FY95 activities is to support the Ada 95 standard. The selected proposals shall accomplish the following objectives: a. Develop and demonstrate use of tools, bindings or other product(s) which accelerate maturity of Ada 95. b. Increase attractiveness of Ada 95 for use in government and industry. c. Deliver the completed product within 12 months of date of award. II. Proposal Format: Proposals must be received by the AJPO no later than 1 April 1995. The proposals shall not exceed 20 pages and shall contain the following: a. Executive summary. b. Opportunity analysis (to identify potential uses and users of the product). c. Description of technical approach (to include how the project supports specific Ada 95 features). d. Description of management approach. e. Planned actions and milestone schedule. f. Description of deliverables. g. Cost estimate, including management fees. h. Cost/benefit analysis (to include projected return on investment). i. Description of potential use by government and commercial sectors. j. Qualifications of team,(including resumes) k. Letters of commitment from Program Managers to share funding and agreement to use the resulting product(s). The project is sponsored by the Software Executive Official (SEO) of a DoD component. The project must function within scope of the DoD Ada Policy and the Ada Dual-Use Plan. Research and Development efforts sponsored by the Service Academies will be considered. Note: The selected project(s) shall be briefed by the SEO representative to the Ada Joint Program Office (AJPO) bi-monthly Program Management Review. B. The project shall have broad application to the general government and commercial sectors. Emphasis shall be placed on commercialization as defined in the Ada Dual-Use Program Management Plan. (See attachment (1) for instructions to obtain an electronic copy.) C. The project must address a technical risk barrier to adoption of Ada 95, e.g. bindings, tools and libraries. Only tangible products, not studies, will be considered. D. The project must use validated Ada, ACVC 2.0 or higher. (Note: 100% of the tests of this compiler must be passed for core Ada). E. The project shall demonstrate support to multiple programs across the services by at least two letters of commitment to use the resulting product(s). F. The government shall retain unlimited, unrestricted license to use and distribute the resulting product(s). Software components developed will be made available to the public via the Defense Software Repository System (DSRS). G. Metrics and lessons learned shall be collected and published. The component shall describe how the candidate project will contribute to the experience base and specific Ada 95 features where the lessons and metrics can be applied. H. A funding mechanism must exist to ensure the ATIP funds can be adequately obligated quickly. I. Demonstrated results must occur within one calendar year of receipt of funding. A detailed milestone schedule must include at least one deliverable each quarter. J. Product(s) shall be vendor independent and shall not be based on any proprietary hardware or software. K. Projects shall be at least 50% funded by the submitting organization. HOW TO OBTAIN ELECTRONIC COPIES OF THE Ada DUAL-USE PLAN The Ada Dual-Use Plan is available on the AdaIC Internet host (sw-eng.falls-church.va.us). The host can be accessed via World Wide Web (WWW), Gopher, FTP, and ftpmail. The World Wide Web allows graphical "point and click" information retrieval. Gopher allows remote access to files using a menu-driven browsing system. File Transfer Protocol (ftp) is a tool that enables users to transfer files to and from remote network site. "ftpmail" is an automated mail-server. How to Access the AdaIC Host via WWW To use the World Wide Web, you must have an Internet connection and a WWW browser. The Uniform Resource Locator (URL) for the AdaIC host is as follows: http://sw-eng.falls-church.va.us/ How to Access the AdaIC Host via Gopher If your machine is connected to the Internet and has a Gopher client installed, the following command will connect you to the AdaIC Gopher server: gopher sw-eng.falls-church.va.us If you do not know if your machine has a Gopher client, or you need help with using Gopher, ask your System Administrator. How to Access the AdaIC Host via FTP If you are working at a machine that is connected to the Internet and supports ftp, use the procedures outlined below to access files on the AdaIC host. If you require additional information about ftp, contact your system administrator. To connect to the AdaIC public directories: 1. At your prompt, type: ftp sw-eng.falls-church.va.us 2. At the login prompt, type: anonymous 3. At the password prompt, type: your electronic mail address (e.g., smith@cc.xsu.edu) 4. Change to the appropriate directory by typing: cd public/ 5. For a list of available files, type: dir 6. Get desired file(s) by typing: get or mget 7. Logout by typing: bye If you do not have Internet access through your place of business or academic institution, there are hosts that provide accounts to the general public. Some of these are free, some charge, and the services offered vary widely. How to Access Ada Information via "ftpmail" "ftpmail" can be used by anyone with the capability to send and receive electronic mail over the Internet. To retrieve a specific file, you will need to know the name and directory in which the file resides.
