The CelsiusTech approach was what we refer to as systematic or planned reuse; design for reuse from the beginning.
They built an architecture for use aboard ship - and delivered it to 10 different customers.
Then they extended to ground-based intercept systems.
As stated earlier, CelsiusTech attributes their success to reuse.
The key to CelsiusTech's approach was that they had a "product line" and could reuse software from one system to the next. Notice that it took them several times to get to the point where they had achieved large savings.
It is also important to notice that they could not have easily achieved this reuse without a proper technical infrastructure. Ada's packaging and generics formed this foundation.
