This Engineer's Handbook was developed under the Central Archive for Reusable Defense Software (CARDS) Program to help facilitate advances in software reuse techniques and technologies. This document provides guidance to Government System Program Office (SPO) Engineers on envisioned changes to their duties and responsibilities as domain-specific software reuse becomes incorporated into mainstream DoD system/software acquisition and engineering processes. The intended audience of this Handbook is SPO Engineers who are responsible for pre-Request for Proposal (RFP) engineering activities, proposal evaluation, monitoring of engineering activities after a contract is awarded, and monitoring of ongoing sustaining engineering efforts (or maintenance) of fielded products.
To fully utilize the concepts in this Handbook, it is recommended that the reader be familiar with software development techniques and methodologies, existing government regulations (such as DOD-STD-2167A, MIL-STD-499, MIL-STD-1521B, and emerging DOD-STD-498/SDD), and the acquisition process.
